1. Estimate current capacity vs demand (where the gap actually is).
2. Whether the strain is a volume problem, a process problem, or a skills problem.
3. Non-hiring fixes first (automation, reprioritization, removing low-value work).
4. If a hire is justified, the exact role and the workload that proves it.
5. The metric that would tell us in 30 days whether the hire (or fix) worked.
