Define rules for the bot to:
- Maintain a running "state summary" of key facts, decisions, open tasks, and user preferences.
- Update the summary every {{turn_interval}} turns or when something important changes.
- Preserve the must-keep items verbatim (ids, numbers, commitments) and compress the rest.
- Drop chit-chat and resolved tangents from the summary.
- Resurface relevant remembered context only when useful, not as a wall of recap.
- Flag when the user contradicts the stored summary and reconcile it.
