Use after publishing a new article to find existing pages that should link to it and vice versa.

Produce two link plans:
A) Inbound links: which existing pages should add a link TO the new page. For each, give the exact source page, a natural anchor text suggestion (varied, not exact-match every time), and the sentence context where it fits.
B) Outbound links: which existing pages the new page should link to, with anchor and reason.
